I believe they're called "zingers" (at least in the flyfishing world). They are a small round (about the size of a quarter, maybe a half-dollar, and about 1.5 cm thick) plastic or metal disc. They've got a safety pin or clip on one side (to attach to fishing vest, etc...) and they hold a length (2 feet maybe) of spooled wire on a springloaded spool. When you pull out on it, it extends, but it retracts automatically. Most have a clip on the end of the wire to affix to your tweezers, line threader, or (in this case) Camelback mouthpiece. You should be able to get them at most fishing tackle shops (esp up north where flyfishing is prevalent) for a couple bucks (try online from LL Bean, Cabelas, or Bass Pro). Also maybe try a hardware store, I've seen them used for keys also.
